GREG MOUTINHO

Greg Moutinho originally hails from the San Francisco Bay area. Following graduation from San Jose State in 1984, he began a 20-year stint with public agencies as a Civil Engineer focusing on private sector development and project management. Greg’s experience includes 15 years as manager of the Development Services section of a California municipal Public Works Department. It was his responsibility to oversee all new development and land use applications which included land division processes for both Parcel and Subdivision maps, Use Permits and Environmental Clearance applications, review and approval of improvement plans, and inspection and acceptance of finished work. Projects ranged from single lot developments to 500-acre Master Planned Communities. He also managed the Capital Projects division of a California municipal Public Works Department in which he was responsible for implementing a $25 million per year construction budget. This required overseeing in-house design as well as securing and managing design consultants for the preparation of plans and specifications, preparing bid documents, contracts, and overseeing contract management through the completion of construction.
